Lottery retail sales seminar: Time to get back to basics!


This WLA / EL joint seminar will take place in Dublin, Ireland, on November 16 – 18, 2011, and will be hosted by The National Lottery. The seminar will cover such themes as rebranding or enhancing the "lottery look" at the retailer level, responsible gaming at the point of sale, commission rates and the effectiveness of retailer incentives, and more. Despite the recent growth in digital retail and "E-tailing", for most lotteries traditional retail sales are still the key to success. WLA and FIFA Early Warning System (EWS) GmbH renew cooperation contract
In 2005, the WLA and FIFA formally agreed to work together to protect and maintain the integrity of football and to safeguard the WLA members' betting systems and products. In July 2007, Early Warning System GmbH, a company founded specifically for this purpose with its own staff and offices in Zurich, was contracted to undertake this task and started the relevant work on July 1, 2007. FIFA extended its early warning system for monitoring sports betting to take in the preliminary competition for the 2010 FIFA World Cup™.
Lotteries continue to perform strongly in 2011; H1/2011 sales up 12.4% globally compared to H1/2010.

Lotteries continued to perform robustly in the second quarter of 2011, resulting in a strong overall performance for the January–June period of 2011, as against the January–June period of 2010. All major lottery markets witnessed increases in sales of between 5 and 25% for the first half of 2011, versus the corresponding period of 2010. Worldwide, sales were up 12.4% for the first six months of 2011 as compared to the first six months of 2010.

Preparation for certification
Before launching the certification process, conduct your own evaluation ('gap analysis') of your security and risk management system. Study the text of the standards and check how well your organisation meets the requirements in the "must" clauses in the statement sections. Gap analyses are a way of ensuring that all the necessary documentation and procedures are in place before proceeding with certification proper.
Sign a contract with one of the certifying bodies
Once the status study is complete and any issues it raised have been resolved, the certification process can begin. Contact one of the certifying bodies for proposals, choose one, and work with them to determine the timeframe for your certification review. Alternatively, nominate your own certification body for accreditation with the WLA SRMC and work with them once they are accredited. The time to conduct a review will vary depending on the size and complexity of the organization, but generally lasts about a week.
Certification tools
The certifying body will apply the following procedures: Documentation review This is used to check that all the necessary documentation is in place and find out exactly how the WLA Security Control Standards© are implemented in your organization.
Interviews and spot-checks
The certifying body will interview staff members and conduct spot-checks to assess how effectively the organization's procedures and security measures are applied on the ground.
Correction of variances
If any variances or problems are detected during the review process, your organization will be given the opportunity to correct them within a defined timeframe and still qualify for certification.
Award of WLA certificate
Assuming all the variances have been overcome, the certifying body will approve your organization for certification to the WLA Security Control Standards©, and the official certificate will be formally presented to your organization by the WLA.
Annual reviews
Although certification is valid for three years, reviews can only assess an organization's security management system at a given point in time. To retain certified status, annual follow-up reviews should to be conducted at least ten months apart to ensure the continued compliance of the organization. Each annual review should cover selected processes within the organization, determined at the discretion of the certifying body, to check continued compliance with the WLA Security Control Standards©. New business areas or changes within existing areas will be systematically examined in the next annual review. After three years, the cycle begins again.
Cost of certification
The cost of obtaining certification will vary from lottery to lottery depending on size and complexity. An average certification is estimated to cost about US$ 15,000. The offer from the certification body (for example, BSI) will reflect the exact cost.
